The Artesia City Council passed an ordinance Tuesday that imposes a hold harmless gross receipts tax. The gross receipts tax will increase revenue by two-eighths, or $2.1 million, but eliminate the property tax within Artesia to the tune of around $750,000, making the final amount of $1.3 million. The tax increase will take effect by July 1, the beginning of the next fiscal year.
