The Eddy County Commission voted unanimously to dissolve the creation of an extraterritorial zoning (ETZ) system surrounding Carlsbad, N.M. yesterday. The ETZ would have allowed county land within a two-mile radius of the City of Carlsbad to fall under statutes based loosely on city statutes.
A special ETZ Commission was still deciding which statutes should apply to county residents, and which should not, when dozens of those residents filled the Commission chambers at its July 15 meeting to voice their displeasure. At the time, county residents believed that the Commission had already passed an ETZ ordinance.
