Electricity has been restored to nearly 4,000 customers in Ruidoso after an outage caused by a fire at the historic Old Dowlin Mill. Authorities say the power was shut off Tuesday morning because of a gas leak that occurred at the mill. The gas leak subsequently caused an explosion. Ruidoso city officials say they believe the building, the oldest in Ruidoso, will be a total loss, a source of sadness for residents, who say they loved the landmark and its original wood floors, believed to have been danced upon by Billy the Kid.
