The current phase of the 13th Street Reconstruction Project is expected to be completed by the end of this month, according to Byron Landfair, City of Artesia infrastructure director. “All the underground work is complete,” Landfair said. “They are now doing the concrete and paving as well as the new traffic signal light installation.
