High winds Saturday in Artesia grounded hot air balloons at the annual Balloons and Bluegrass Festival but did not stop Artesians from enjoying themselves. Most balloonists will not consider flying if the wind on the ground is over five miles per hour, and Artesia experienced gusts Saturday up to 46.
