City has capital outlay funds withheld by DFA

Governor Susana Martinez’s executive order restricting capital outlay funds for entities not current on their audits has come to affect the City of Artesia, as well.
The governor issued the executive order in May, and it was announced earlier this month that more than $13 million in state funding for 122 capital projects around the state had been suspended by the Department of Finance and Administration (DFA), including significant amounts promised the cities of Carlsbad and Albuquerque. … For the rest of the story, subscribe in print and on the web.
