German Gutierrez, 39, of Artesia, was arrested Tuesday and charged with retaliation against a witness by damaging property and aggravated assault with a deadly weapon in an incident that occurred Dec. 22.
When the victim waved down APD officers on Dec. 22, he informed them Gutierrez had attempted to run him off the road. His wife, who was with him in his vehicle, struck her head against the window of the vehicle.
