The Artesia City Council heard its mid-year budget resolution from City Clerk Aubrey Hobson Tuesday, and according to Hobson, adjustments to the budget will be necessary due to an increase in Medicare expenditures caused by the passage of the Affordable Care Act, as well as debate over proposed legislation in New Mexico’s Congress.
