Scott Hicks, vice president of Smith Engineering of Roswell, appeared at a community meeting Wednesday to discuss Phase II of the 13th Street Reconstruction Project with Artesia residents.
Phase I, which made impassable the area of 13th Street between Main Street and Mahone Drive for the past four months, is nearing completion, Hicks says. It is expected to end Feb. 21. … For the rest of the story, subscribe in print and on the web.
