Council to hold eight public hearings in first meeting of 2019

The Artesia City Council will hit the ground running at its first meeting of 2019, with a whopping eight public hearings on the agenda.

Following the recognition of Peggy Swafford for her 50 years of service at the Artesia Public Library and the presentation of special reports and the consent agenda, the council will hold the following public hearings:

• consideration and approval of a zone change from General Residential District “R-2” to Business District “C” for Tract 2 of the Beardemphl Land Division, a 3.986-acre tract located within the Stonegate Subdivision with access onto Remington Street, owned by Escudilla Drive, LLC.

• consideration and approval of the final plat of the West Grand Avenue Subdivision, Phase 1, a proposed residential development consisting of 12 lots on the north side of the 2800-3200 blocks of West Grand Avenue, owned by Habitat for Humanity.

• consideration and approval of a zone change from Suburban Acreage “SA-2” to Single Family District “R1-B) for lots 1 through 12 and Tract B of the West Grand Avenue Subdivision, Phase 1.

• consideration and approval of a vacation and replat of the Replat Industrial Park of Artesia, Phase III, Blocks 4-6; the creation of Tracts A and B and Lot 1A with the replat of Lots 1-5 of Block 3, Lot 1 of Block 4, and Lot 8 of Block 6 of the Replat Industrial Park of Artesia, Phase III, Lots 2A and 3A of Block 4, Lots 4A and 5A of Block 5, and Lot 9A of Block 6, and Tract 1 of Lot 6A and 7A; and the designation of utility easements and vacating public rights-of-way for a portion of Fletcher Road and all of Parkway Road, Parkland Road, and Railway Avenue, located in the Artesia Industrial Park.

• consideration and approval of amending Title 10-1-12, 10-3-1, 10-4-1, 10-4-2, 10-4-3 and 10-5-2 of the Artesia City Code for the purpose of distinguishing a “minor” subdivision from a “major” subdivision by definition and process.

• consideration and approval of the replacement of Ordinance No. 1024 for the purpose of referencing the New Mexico Existing Building Code and extending the life of the International Property Maintenance Code, 2018 edition, by removing references to state statute and specific years, and replacing with “latest edition of.”

• consideration and approval of a zone change from Suburban Acreage “SA-2” to Manufactured Home District “MH” for Lots 30-36 and 43-49 of Block 2 of the Grand Heights Redivision, located on the south side of the 2400-2500 block of West Missouri Avenue, owned by Ben Hernandez.

• consideration of a protest of the amendment to delinquent utility liens.

The meeting is scheduled to begin at 6 p.m. Tuesday, Jan. 8, in Council Chambers at City Hall.
