Sept. 17 will mark the 228th anniversary of the drafting of the United States Constitution. As such, the proclamation states, it is fitting and proper to recognize “this magnificent document” and “the patriotic celebrations which will commemorate the occasion.” Burch asks the citizens of Artesia “to reaffirm the ideals the framers of the Constitution had in 1787.”
