An amended list of infrastructure improvements for the City of Artesia was ratified Tuesday night by the Artesia City Council.

The initial Infrastructure Capital Improvement Plan (ICIP) was approved in May, said Artesia City councilor Raul Rodriguez.

Local ICIP’s are administered by the New Mexico Department of Finance and Administration, Infrastructure Planning and Development Division.

The ICIP is a plan that establishes planning priorities for the development of anticipated capital projects.

The ICIP planning encourages local governments to develop and update their five-year plan annually which is submitted to the State, according to the New Mexico Department of Finance and Administration.

The initial deadline was July 1, and the amended deadline was Oct. 23.

Rodriguez said councilors and staffers held another discussion at the annual budget retreat held this past July in Cloudcroft.

He said the council approved ratifications Tuesday night, since there was no meeting before the October deadline.

“We authorized the mayor sign off on it and approve it so it could be moved forward,” Rodriguez said.

“You’ve got a deadline to meet so you want to make sure that you get it in there.”

Artesia’s ICIP runs from 2028-2032. The New Mexico Department of Finance and Administration’s final publication date is Nov. 13.
